Discrimination or Disproportionate Impact?

As everyone knows, SEPTA has recently increased its fares once again.  However, some may not know that Common Pleas Judge DiVito has issued an injunction against SEPTA’s elimination of transfers after the city accused the monopoly of discriminating against black and low-income riders.  Do you think that the city is right or is SEPTA merely trying to put as system in place that is comparable to New York’s use of Metro Cards?  Let your voice be heard and weigh in on the controversy.
