The correct spelling?

Yesterday’s Inquirer had a short but thought-provoking article on a fascinating event – the spelling bee.  

A home schooled student from Chester County who originally was denied an opportunity to participate in a qualifying spelling bee at her local middle school ended up winning the bee last month.  That earned her a spot for yesterday’s annual Chester County spelling bee, where she competed with fifty three other middle schoolers for a chance to represent the County at the Scripps National Spelling Bee in May. 

Initially, the student was denied an opportunity to participate in the qualifying bee because she was home-schooled, and district administration deemed the first round of the bee “classroom activity.”  Protesters argued that a state law mandating home-school students’ participation in “extra-curricular activities” applied to the student’s situation.  The school board made an exception.  Another home schooled student who won the Chester County Homeschool Association participated yesterday as well, as the schools are permitted to make their own qualifying rules.  Is this the right decision?
